Pre-Treatment Program

The Clean Water Act of 1977 and EPA Regulations 40 CFR 403, require all publicly owned treatment facilities to implement a pre-treatment program. Some industrial pollutants may interfere with normal operation of the City's Waste Water Plant or ‘pass-through' the system, negatively impacting the receiving stream. These regulations as well as City designated Local Limits were created to ensure the protection of receiving streams for municipal discharges. The purpose of the pretreatment program is to monitor industrial discharges by way of sampling, testing and inspection to better control pollutants at their source.
