Site Development Requirements

The City of Elizabethton Planning Department strives to provide a simple and quick, but effective review process to ensure that the development of a site is compliant with all city codes and policies. Our policies allow us review and approve a site plan in as little as 21 days. Submittal dates and meeting dates for 2018

The following are requirements that will be applicable to most sites within the city.
 
Sidewalk Construction

All new, non-single-family developments within 1/2 mile of a sidewalk network in a residential zone or within 1/4 mile of a sidewalk network in a commercial zone, shall be required to construct a sidewalk along the frontage of the property.

Off-street Automobile Parking

Places of Religious Worship - 5 spaces for each 1,000 gross square feet. Available on-street parking immediately adjacent to the property may be counted towards the total required.
Multi-family Dwellings - 1 space for each dwelling unit, except assisted living facilities, in which case 1 space for each 2 units.
Gas Stations - 2 spaces for each bay or similar facility plus on space for each employee.
Nursing homes - 1 space for each 2 staff or visiting doctors plus 1 space for each 2 employees and 1 space for each 4 beds, computed on the largest number of employees on duty at any period of time.
Offices - 1 space for each 1,000 square feet of gross floor space
Fast food restaurants - 9 spaces for each 1,000 square feet of gross floor space.
Sit-down restaurants - 7 spaces for each 1,000 square feet of gross floor space.
Retail Businesses - 3 space for each 1,000 square feet of gross floor space.
Financial services - 3 spaces for each 1,000 square feet of gross floor space.
Bike racks - 1 bike rack capable of holding a minimum of 5 bicycles within 40 feet of the main public entrance.

Landscaping
Buffer Zones - These are required when two different land uses adjoin one another such as commercial adjoining residential.
Parking Lot - 1 shade tree or 2 ornamental trees and at least 2 shrubs per required tree is required for every 10 parking spaces. The majority of each parking space shall be no greater than 75 feet from the truck of a required parking lot tree and no more than 125 feet from 2 or more parking lot trees.
Frontage - Within a 10 foot strip bordering a public right-of-way, 1 shade tree or 2 ornamental trees is required for every 50 feet of public street frontage. Trees may be clustered or spaced in any manner desirable.
Installation - Required trees shall have a minimum height of 6 feet when planted and a trunk diameter of at least 2 inches, as measured at 6 inches above the ground.
