DesGroseilliers named City of Elizabethton Planning Director

The City of Elizabethton has announced that Richard L. DesGroseilliers has been hired as the new Planning Director, replacing Logan Engle who was recently promoted to the Assistant City Manager position.
 
DesGroseilliers most recently comes from Morristown where he was a City Planner before being promoted to the MTPO Coordinator for the Lakeway Area Metropolitan Transportation Planning Organization. 
 
He began his career in Kingsport where he was an intern at the City of Kingsport before being hired as a City Planner there.
 
"I have over 25 years experience in the planning profession, and I have been successful in being awarded various  state and or federal grants," said DesGroseilliers. "The Planning Director position with the City of Elizabethton intrigued me due to the fact that I would be doing more than transportation planning. I had worked with Logan Engle in Morristown previously thus I believed this would be a good working opportunity."
 
"We are grateful to have Rich as a part of the City of Elizabethton team," said Engle. "His years of experience in planning-related work are certainly an asset to our community."
 
The new Planning Director was born and raised in Chateaugau, a small town in Upstate New York. He attended SUNY Brockport where he received a BS degree in Earth Science. DesGroseilliers attended ETSU where he earned a Masters Degree in Geography Urban Planning.
 
He is married to Kay Darolyn, and they are the parents of two children - Lily who is attending ETSU and Will who is a sophomore at Morristown West High School.
 
With two children, DesGroseilliers said his children keep him hopping as he enjoys watching them participate in various activities as Lily is in the ETSU marching band and has also played with the ETSU symphony orchestra.
 
Will plays JV and Varsity basketball for the Morristown West Trojans.
 
The DesGroseilliers attend Panther Springs United Methodist Church where Richard enjoys worshipping God whenever he can.
